Authentic Latin food in an authentic latin atmosphere (a happy but slower pace -it's ok, that's what the chips and salsa are for). Futbol (soccer) seems to be on half of the televisions with Spanish music videos on the other half. While it is true that less than half of the staff can speak english, I don't see this as a problem. Now, at first I was a little intimidated being the only "gringo" in there, but once I unleashed my spanish skills, I had all the waitresses coming over to talk and help me.
